To start creating a skill profile, just go to Configuration/Skill Profiles, where you can see the "Add a profile" button.
Step 1. Skill profile properties
In the first step it's important to name the profile (it's required) and add a description (that's optional). Clicking on "Add" activates other tabs that will allow you to choose the competences included in the profile and add people to the profile.
Step 2. Adding skills
Next step allows you to add skills to the profile. Just use the "Add skills" button in the "Skills" tab and choose them from the list. Check the box next to the name, choose the required level of it and click "Save" - the skill is now added.
Step 3. Assigning users
The last step is connected with choosing who should have said profile. In the "Users" tab click on "Assign employees" and choose users from the list - when you're done, just click on "Assign" and it's done.
